Selection Call for SMS and SMT – short-term (applicable to selections organized starting May 1, 2025)

UAIC Regulation on the selection and organization of mobilities within the ERASMUS+ KA131 – HED Programme

Short-term student mobilities within the Erasmus+ KA131-HED Programme can also take place in third countries not associated to the Erasmus+ Programme, provided there is a bilateral Erasmus+ agreement concluded by UAIC with the host higher education institution in the respective field of study (including for traineeship mobilities carried out at a higher education institution in third countries not associated to the Programme) and within the limit of available funds under the financing project.

ELIGIBILITY CRITERIA:

The following may apply for selection:

– Students enrolled at the “Alexandru Ioan Cuza” University of Iași, in any year and at any level of study, including Romanian citizens or citizens of other states;

– Students who have previously benefited from mobilities within the Socrates / LLP-Erasmus / Erasmus+ Programmes may benefit from new mobilities only on the condition that their total duration does not exceed 12 months per study cycle;

– For traineeship mobilities only: students and PhD students in their final years may participate in selections until the end of the evaluation session of the second semester of the final year, or until the date of the public defense of the doctoral thesis, for mobilities taking place in the first year after graduation; they will have the status of “conditionally selected” and will become “beneficiaries” once they can provide proof of graduate status by presenting a certificate issued by the faculty, or a certificate issued by the Secretariat of the Doctoral School where they were enrolled or by the Office for University Doctoral Studies. These mobilities can be carried out and completed within one year of graduation;

– A student may benefit from Erasmus+ study and traineeship mobilities at each level of study (Bachelor’s, Master’s, Doctorate), totaling a maximum of 12 months of mobility (study + traineeship) per level; – Consecutive mobilities at the same host institution are not eligible.
DOCUMENTS REQUIRED FOR THE APPLICATION FILE:
  • Application formwhich shall include

    a) Motivation (including the concrete objectives pursued by the candidate and the expected results)

    b) Proposed mobility period

    c) Declaration regarding the maximum number of Erasmus+ mobility months a student can benefit from during the study cycle in which they are enrolled at the time of application;

    d) Information note regarding the processing of personal data;
  • Curriculum Vitae;
  • Language certificate / high school transcript / language proficiency certificate obtained at the Baccalaureate exam / academic record related to university studies for the foreign language studied or for the study program, for those studying in a foreign language, according to the candidate’s option and depending on the foreign languages studied (a copy will remain in the student’s selection file);
  • Invitation letter from the university / host institution where the mobility will take place (a scanned copy sent via email is accepted).
The CV must be presented in the language of instruction for the courses, or the working language for the activities carried out during the mobility.

Additional documents for students who do not hold citizenship of an EU member state:

copy of the residence permit on Romanian territory; students enrolled at UAIC – Bălți/ Chișinău Extension are exempt from this requirement. Incomplete files will be declared rejected.
Scoring method for the application file:

a) language proficiency (20%); the arithmetic average of high school grades/ the grade or score of the language certificate from the Baccalaureate/ the average related to university studies or the minimum accepted score (for a minimum B1 level) must be equal to 80% of the maximum grade or score (e.g.: min. grade 8/10, 16/20, or “good” in the case of qualifiers). An exception is made for internationally recognized certificates (such as DELF, DALF, Cambridge, TOEFL, IELTS, DELE, Goethe), obtained for a minimum B1 level, for which any score is accepted.

b) motivation and/or interview (80%) [1]; the grade obtained in the evaluation of the motivation and/or the interview conducted during the selection must be at least 7/10.

[1] The selection committee for short-term Erasmus+ mobilities at each faculty level may decide whether the evaluation process of the candidates will score only their motivation letter or if an interview is also required.
ERASMUS GRANT The Erasmus+ grant can only be awarded under the following conditions:
     
  • The selection report is sent to the International Relations Office immediately after the selection is finalized;
  •  
  • The travel request endorsed by the faculty is submitted to the registry at least 10 working days before the start of the mobility;
  •  
  • The completed and signed financial contract, together with the supporting documents, is sent to the Erasmus+ financial officer at the International Relations Office at least 5 working days before the start of the mobility.
Important! UAIC students may benefit from multiple Erasmus+ mobilities; however, it is recommended that there is a sufficient time interval between two mobilities to fulfill the contractual obligations for the previous Erasmus+ mobility and to complete the administrative procedure necessary for the next mobility. the travel request for a new Erasmus+ mobility can only be approved after the beneficiary has fulfilled the contractual obligations for the previous Erasmus+ mobility. The grant amount for short-term Erasmus+ mobilities has been established at a national level by the National Agency for Community Programmes in the Field of Education and Vocational Training (ANPCDEFP), in accordance with the Erasmus+ Guide, as follows:
     
  • individual support
       
    • 79 Euro/day: up to the 14th day of activity
    •  
    • 56 Euro/day: between the 15th and the 30th day of activity
  •  
  • additional individual support (maximum 2 days) for round-trip travel (for one travel day before the activity and one travel day after the activity): 2 days x 79 Euro/day OR 2 days x 56 Euro/day, depending on the duration of the mobility;
  •  
  • Travel grant, calculated according to the European Commission’s distance calculator (accessible at this link). “Travel distance” represents the distance between the place of origin and the place of the activity, while the „amount” represents the grant for travel both to and from the activity location:

Erasmus+ grant top-up:
  • for students with fewer opportunities, the Erasmus+ grant is topped up by 250 Euro/month; in accordance with the provisions of the Programme Guide and the 2024 National Call, a participant with fewer opportunities is one who falls into one or more of the following categories:
a) [1] a student who receives a social scholarship or who qualifies/meets the conditions to receive a social scholarship granted by the higher education institution where they are enrolled, according to ME Order 4957/2025 (which amended Order 6463/2023); b) [2] a student who is an orphan of one or both parents; c) a student coming from a single-parent family (due to death, disappearance, incarceration of the other parent, or non-recognition on the birth certificate); d) a student who falls into the “first student in the family” category (meaning they do not already hold a bachelor’s degree, their parents have not obtained a university degree, but they may have siblings who are already university students / have already graduated from a university); e) a person with a disability (including physical, mental, intellectual, or sensory impairments) or health problems (including serious illnesses, chronic illnesses, or any other situation related to physical or mental health that prevents participation in the programme); f) a person whose family has not achieved an average monthly net income per family member higher than the national minimum net basic salary in the 12 months prior to submitting the supporting documents; g) a person of Roma ethnicity; h) a person with refugee status. !!! The Erasmus+ grant top-up also applies to students of a nationality other than Romanian, students enrolled in tuition-paying positions, and students attending a form of non-frequency education, who are selected to participate in mobility and who fall into one of the categories described above. !!! Files submitted in the 2024-2025 academic year under the criteria of points b, c, d, e, g, and h of this document, and considered eligible, are valid for the entire duration of the study cycle in which the student is enrolled and do not need to be submitted again during that study cycle. Files submitted based on financial criteria (point f) must be submitted annually, in the study year in which the Erasmus+ mobility takes place.
  • for students using sustainable means of transport – „green travel” (bicycle, bus, car-pooling, and train), if these were used for the majority of the round-trip journey (more than 50% of the distance calculated according to the European Commission’s distance calculator), the Erasmus+ grant is topped up as follows:
    • the travel grant corresponding to the „green travel” category is awarded (according to the table above)
    • the amount corresponding to a maximum of 4 days (outside the mobility period) is granted, if applicable, for the round-trip journey.
  • for participants with special needs, whose physical, mental, or health condition is such that participation in mobility is not possible without additional support, who require a preparatory visit to participate in the mobility, as well as those requiring a companion during the mobility, the Erasmus grant is topped up with amounts granted on the principle of actual costs, depending on needs.
[1] The evaluation of social scholarship files for ERASMUS+ students is carried out throughout the entire academic year at the level of the faculty where the student is enrolled. [2] The file is submitted for only one category. A student can benefit from only one Erasmus+ grant top-up per mobility. The file is submitted physically to the Scholarships and Social Issues Department (Address: 7 Gheorghe Asachi St., Codrescu Campus, C12 Residence, room 4, Public hours: 8.00 – 16.00, lunch break: 12.30 – 13.00), ideally before bringing the documents to the Erasmus+ Office. !!!! All documents must be presented in Romanian (documents in another language must be officially translated).
SELECTION FOR MOBILITIES IN THIRD COUNTRIES (NON-EU) NOT ASSOCIATED TO THE ERASMUS+ PROGRAMME (“INTERNATIONAL DIMENSION”)
  • Students may participate in selections for short-term study or traineeship mobilities throughout the academic year, provided they receive an acceptance: 1. from a partner university with which there is a valid Erasmus+ agreement in the respective field of study – in the case of study or traineeship mobilities carried out at a partner university; 2. from a non-academic institution for traineeships included in the offer of the faculty where the student is enrolled – only in the case of traineeship mobilities.
  • The selection can be made at least 30 days before the start date of the mobility, whether physical or virtual (mobility dates are specified in the eligibility report);
  • Application files are submitted to the faculty secretariat / sent via email to the faculty Erasmus+ coordinator;
  • The Erasmus+ coordinator confirms receipt of the application by email and evaluates the candidacy according to the selection criteria in this call for applications;
  • The Erasmus+ coordinator displays the results regarding the eligibility and evaluation of candidates on the faculty’s website;
  • Potential appeals can be sent within 24 hours of the results display to the Erasmus+ coordinator via email; these are analyzed and resolved within 48 hours by the faculty-level Appeals Committee, and the Erasmus+ coordinator displays the results regarding the eligibility and evaluation of candidates;
  • The Erasmus+ coordinator sends the eligibility report to the International Relations Office within a maximum of 3 working days after the eligibility results are determined. The eligibility report (along with the application files) is also sent to the International Relations Office in electronic format;
  • The UAIC-level awarding committee meets within a maximum of 5 working days from receiving the eligibility report to select and award the candidates and to draft the awarding reports;
  • Selection results are communicated to candidates by the International Relations Office and displayed on the university website, in the section dedicated to the Erasmus+ Programme.
Useful information: Candidates selected for short-term Erasmus+ study mobilities may need to obtain a residence visa for staying abroad in EU member states or in the third countries where the mobility takes place. The EU Immigration Portal contains general information on both short-term and long-term visas and residence permits: https://ec.europa.eu/immigration/ It is recommended to request the necessary authorizations from the competent authorities in advance (before the start of the mobility), as the process can take several weeks.
